It’s not that they aren’t allowed to, but they don’t want to. Sometimes this is the villa owners decision but quite often it will be the villa management company who have told the villa owner that it’s not allowed. Two reasons for this, one is insurance related if the villa owner supplies the gate and for any reason it failed, you could claim against them. If you supply your own gate and it fails it’s your responsibility. Secondly, some owners or their management companies just don’t want the hassle of checking and maintaining the gates. If it doesn’t narrow your choice too much, book direct with an owner who is happy to supply one.

I've never heard of it being an issue for isurance but our home is single storey so not an issue.

I'm pretty sure you will find a double storey with an owner who will be happy to supply you with a stairgate so don't worry
