Is the Forever21 in the Premium Outlets an Outlet shop or does it have new stock?

It was all new stock, I think we went to 4 stores and all of them had slightly different stock. Some of the stock was the same as the uk eg jeans £7, only $7 there, dd bought most of her 6th form wardrobe there.

It has new stock. I was at the one at idrive premium outlets and it has a big sale atm so was a bit of a mess!
