Am I understanding this right, if somewhere is on the red list, the FCO would still advise against all but essential travel?

I have a September trip I am very excited about now, but also a trip to Turkey in June I am worried will be on the red list and I’ll be forced to travel and stay in a quarantine hotel!

Why would you be forced to travel?

Sorry, forced to travel meant my options would be travel or no refund.
At the moment, if an FCO all but essential travel is in place, I would be due a refund, if that is lifted, even for red list countries, I would have to travel, or cancel and would not be entitled to a refund (would possibly be given a voucher, but I really don’t want a voucher as we have no other leave we can take for this Turkey holiday and insurance would not pay out as they class a voucher as a refund)

If Paul Charles list is accurate then sadly Turkey is on the predicted red list

I don’t mind them being on the red list of that means if you can only travel there for essential travel... it’s if the travel companies say, it’s a shame, but we won’t refund as the FCO say it’s safe to travel and that ban is lifted.

I am so so so happy that USA will be on the green list!

Most tour operators have been pretty good. Last year, TUI wouldn’t make you travel anywhere that came with a mandatory quarantine.
