Construction has already started and route agreed so not sure why you’d think it isn’t going to happen .
Nothing in life comes with an “absolute guarantee” (as we have all discovered in the last year) but this is as likely as it can be.

Do we know it’s with luggage in tow from DS ? To me it seems more likely you’d drop luggage at DS or even the airport and it follows you to the resort, in the same way US traveller’s luggage is dealt with by DME with tags sent out in advance.
Theoretically it could be beneficial to overseas travellers as if arriving before check in times theres no need to leave luggage with the Bell but hit DS or even a park before going to your hotel . I seem to remember a similar system at the Paris park coming off the Eurostar a few years ago.

Secondly, the rail link isn't being run by Disney and is not a dedicated Disney rail line. It's a public rail link run by Brightline which (I think) will run from Miami to MCO and onwards to the west coast and will just happen to have a stop along the way at Disney Springs. You'll probably have to pay extra to use it - unless Disney comes to a deal with Brightline. This isn't like the MTR line at Hong Kong Disney.

Yes, it is a potential alternative. But it's an alternative that adds a bit more hassle. Instead of getting on the Magical Express bus and being taken directly to your hotel, you'll have to get a train, then change at Disney Springs and then get a Disney bus to your hotel - all with your luggage in tow. Getting an Uber sounds easier.

Would be interesting to see if Disney put something in the interim before rail link is a viable option. Seems that their contract with GOAA for Mears Transport / DME expires end of this year and hence the timing of DME stop.

Who has said this will be with luggage in tow. Is it unthinkable that there may be an option for checked baggage at MCO to go straight through to your hotel whilst you get the train direct into DS... shop (yes, spend money in Disney property) before you head off to your hotel where your luggage is waiting?

I am sure there will be a cost to this... but Disney are not going to make it harder for people to get onsite (without a car) as quickly and efficiently as possible.

Luggage isn't allowed on the Disney transportation (for now)

As the poster above pointed out, the work from the airport to Disney springs hasn't started.

The $15 per day maxpass system at Disneyland appears to work really well on what I've seen and read. I'd be amazed if they didn't do that in Orlando. People will still get free fastpasses like the old paper ones and others have the opportunity to buy maxpass.
