As far as I know you can buy a higher level plan. Not sure about a lower level one as it would mean you couldn’t afford breakfast in your own hotel.
You can certainly use them at face value, though you lose your drink I think. I haven’t had a dining plan for a while but last time we did it, the face value of the dinner voucher was the same price as a buffet. Looking on the site, the Plus menus are €42 mostly, although Yacht Club is €47.99 The Plus plan is €57 so basically you’re paying about €16 for a breakfast that can cost you a lot more than that. At the end of the day though, it’s what suits you.
