Depends who you rent through. They are generally non-refundable, but some owners may be able to refund you if they can cancel and resell the points to someone else within their use window. This is assuming they have enough notice (e.g. if more restrictions come in) and not if you can't go due to a positive test. For that, you'll have to try and claim back through insurance.

You won’t get DVC late availability as by its very nature it books up often not less than 7 months out.
Get yourself a good renter. I only rented excess points in Covid so have no points, but with my UK renter I let them know when to cancel, let them know use year, banked the points and rebooked, even getting them a VGF studio by being on dead at 1pm UK time, as I saw availability and knew that was their number one choice. My UK renters have now got a bargain VGF stay in the newly refurbished villas in May at probably less than half of the cash cost.
Get educated about DVC before renting, ask the correct questions at rental and get a good owner who will do what I do.
