Do we have to buy it from universals website? Or when we get there?
We only want the cheapest 2 park pass

You can buy the 2-Park Seasonal Pass online (from Universal's website here) or from Guest Services at the Universal parks when you are there.

If you buy online, you'll still have to collect the pass at guest services. It just means you can pay upfront for it.
