CAn i leave the airport on this flight

Im looking at a flight back from los angeles to Manchester, and it is via Toronto. There is a 17 hour connection in Toronto, which i would love to do as i would love to take a tour of Niagara falls, which i know can be done from the airport, but what i dont understand is as im leaving the USA, and transiting in Canada, can i leave the airport?, and if i leave the airport will i collect my luggage or will it be left with air Canada.
Has anyone experienced this or similar?

Have never had to collect bags when transitioning to the UK through Canada from the US.

I think it’s the question of leaving the airport?

You need the ETA regardless to transition by air through Canada regardless of leaving the airport.

Thank you for replies, I didn't realise I needed an ETA.
