Which (US or IOA) is best for under 5s?

When my son was 4 his favorite park out of Disney and Universal was IOA, it was also my favourite for keeping him occupied while my two older ones went on rides.

In every area they is something for them to do. One of his favourite things was to spray water on the people on the water rafts. There is also a ship for little ones to play on in that area.

In Harry Potter you could watch the people with interactive wands.

In Jurassic Park there's a great play ground to explore.

As a Mum with kids 15,13 and 4 I found Universal was easier to keep everyone happy than Disney. Disney to me was too many queues and too many selfish people. This was pre fast passes in 2012.

We have been in 2014 and 2015 and my son still loves IOA and spraying people with water.
