So at 60 days before check in you can book up to day 15. Then the next day you can book day 16 and so on. You don't have to wait until 60 days before day 16.

then each time a day was used in FL, i was able to get FP+ for another day
as long as I had no more than 14 days in total. But you're entitled to 21 days of FP+, one per ticket day.

I have used 21 days tickets many times and always have booked them up before I go. 15 days at 60 days then one day at a time after that on a rolling basis.
