Our DD (4) finds any characters who are fully costumed (not face characters) completely terrifying and has been known to hide under the dinner table.
Face characters she loves and will chat with them for hours! When I asked her why she was scared she said it was because they don't talk or move their faces... seems logical.

We have accepted this and ALWAYS warn the CM working with any fully costumed characters - without fail, the "friend" of the character has then taken time, given space and settles for a high 5 or fist bump (if they are really lucky) but we don't push it. The rest of us have photos, hugs, etc etc and Emilia watches on from whatever distance she feels is OK. We have found that the CMs are all to keen to spend additional time and effort to coax her round, which on about 3 occasions has worked.
It's not a big deal for us. We say very loudly "don't worry Tigger, Millie is rather scared of you and your bouncing" etc so we don't have any screaming or tears.
I just hope in time she will chill out and we get those magic cuddles...

Just don't go to any character meets?

They aren't usually found just wandering around the parks anymore. And without having to queue to meet characters you'll have plenty of time to ride more rides. Bonus!

My 4 year old niece was similar, she was terrified whenever she saw anyone dressed up. My sil took her to Disneyland Paris last month and she was absolutely fine, they'd not even pre-warned her it was a surprise trip. She got an autograph book and in all their photos she looks completely amazed by it all.

My ds (now 12), was desperate to meet stitch on his first trip, it was all he talked about. Then when we came upon stitch he stood about 10 foot away and waved at him but wouldn't get any closer. The person in the costume started to play boo with him and pretended he was shy and this really brought ds around. Saying that there was no queue behind us and we spent a while waiting to get that hugging photo that we eventually got

It's very easy to avoid the characters, in fact you actually have to go to them, they don't just wander around in the crowds
