Pre book seats?

if i were to prebook seats with BA under the "book with confidence" and i cancelled later,would the seats be refundable?

My daughter had paid for seats with Virgin and they said when she re books, she can re book her seats. They wouldn’t return her money.

We went with BA over Xmas and didn’t bother and they sat us together so wouldn’t bother (well I won’t bother).
