You usually can, I've often had emails asking if I want to bid on a flight upgrade so if there's space in business class you might get the option to bid. Apart from that you can call / live chat them to see what the cost difference is.

You can bid for an upgrade. We have done this a few times - some successful and some not.

Aer Lingus don't offer PE, so it would be a jump to Business which can be pretty steep.
