We booked it for DS over Xmas and used a VPN. Also did the same to order magic bands for May.

@danisleigh are you staying one site? I tried booking Savis when it first opened in Disneyland (Anaheim) and it would not accept any credit/debit card not registered in the US. Had to do it over the phone. Hoping this has changed.

We've had the same even using tunnel bear till a few days ago. All the time disney deny there is an issue...
