$70 is for the cheapest 1-Park single-use Express passes during off-peak periods. It's only applies to one day and the price varies with the date. This isn't the same as what you get at the hotels.
A stay at a premium Universal hotel will give you 2 days of 2-Park unlimited-use Express Passes for everyone staying there. Price of the room varies by date. For today's date, one standard room costs $319 (+tax). As there are 6 of you, you'll need 2 rooms. Therefore it costs a total of $640 (+tax). If you wanted a 2-Park unlimited-use Express Pass for today then it would cost $120(+tax) per person per day. So for 6 people for 2 days (i.e. the equivalent as what you get with the hotel stay) that's a total of $1440 (+tax). It's therefore much cheaper to stay in the hotel if you want 2 days of unlimited Express passes. $640 versus $1440.
