I think the first part is out for them as there is no free dining for 2020 now as far as I am aware. I thought that deal has finished.

You have three options

Tell him he isn’t coming, and why.

Let him come, but make it clear that you won’t put up with the penny pinching and moaning. You get this agreement before you book

Let him come, leave things as they are, and basically suffer.

Would he accept the middle option? I’m sure I’d want my dad still to come, and I’d probably make up the cost difference to ensure he did. My dad wound the have had the money to do a full on Disney trip. Perhaps his finances are concerning him too?

If it was me before I booked I would do the following.

Agree the ground rules with him & everyone before you go. eg no moaning about prices

Write them down and get everyone to sign them.

Might be a bit OTT however if he reverts into Tightwad mode you can use it to remind him to take a chill pill !

Good idea 💡

I hate being around tight people - their behaviour stresses me it so avoid socialising them and would never ever holiday with them but I guess family are different (so grateful my family are all very inclusive and this type of bad behaviour isn’t an issue) but I like your idea of a contract very much !

Another thing you could do would be to have a "fines committee" each evening say during the evening meal where people are fined $5 for any misdemeanours including moaning / sniping about prices, being late, getting lost, refusing to tip etc etc.

Make it light hearted and fun and make sure that everybody is getting fined etc.

Money goes into the kitty for ice cream, last night meal etc etc.

As a tightwad he's going to avoid being fined so its a win win for you !

I'm not going to offer an opinion on whether you should take your dad or not or suggest any conditions you should attempt to impose. You understand the desires and tolerance levels of your family far better than anyone else could .
Your family already has a pot of £10,000 agreed. That alone could be enough to cover the whole holiday including food in some circumstances and tensions over additional spends could then be minimised.

I'm not sure when you are at liberty to travel. Later August and into September if possible will probably mean cheaper flights. If you said £700 each for flights, £400 each for Disney tickets and £400 each for two rooms for 14 nights at a basic hotel like the Clarion Lake Buena Vista thats about £1500 each or £6000 total. That leaves around £4000 or about £70 a day per person for a communal pot to cover food , drink and other expenses. I think that could work if you stick mainly to offsite restaurants.

If I understand correctly, another alternative might be that while you have missed free UK dining for 2020 its possible that it may be offered to the US market at some point. If it is offered and matches your dates it's not impossible that you could spend something like £3,000 to get two onsite value rooms for 14 nights and get free quick service dining included.

My father and my father in law have not been easy characters. They could both be described as opinionated and drink far more than is good for them. It doesn't mean they haven't been loving and loved. Sharing time with them in WDW was a big gamble and not all bits of it were always successful. My husband described getting them out of O' Shucks bar in the early hours as like trying to get two large bad tempered toddlers off a trampoline. One is now partially sighted and the other has dementia. Those times will not come again and not even the cr*ppy bits are regretted :-)
