Taxi or shuttle. For 2 people a shared shuttle is cheaper - $19 return per person. If there are more of you a taxi will probably be cheaper.

You can order them at your hotel reception.

May be a bit cheaper using Disney transport to get to Downtown Disney then taxi from there?

Getting a taxi from DTD might shave a bit off the cost, but then you have to factor in the extra time to get to DTD on the bus. According to Google Maps the taxi journey from DTD would be 2 miles shorter but take roughly the same amount of time (assuming you don't hit congestion around DTD).

When you leave Universal you'll find a marshaled taxi rank, so no problem getting a ride back to you resort.
