Your partner does have a choice in travelling he can refuse on safety grounds and if they disagree he can find a new job. Military personnel do not have that choice.

Forgive my ignorance. I haven't been to the US for about 20 years and making trip in April.

Is the VWP still valid? Am I doing this on the aeroplane?
