In Cadiz it wasn't forwarned but due to low tide the gangway was extremely steep and therefore not suitable for wheelchairs according to cm's - I don't use a wheelchair but am visually disabled and so struggle with depth and for me this was very difficult to manouver.

In Lisbon they had left a note the night before in the room to say that the gangway would be inaccessible for physical disabilities until around 1pm. This time the gangway consisted of small mesh like steps that were uneven and very hard to manouever - would not have been able to get down in a wheelchair. As it was one of the people at guest services escorted me down so I was able to get off but wheelchair users were limited to around 2 hours in port that day.
Not really the norm for those ports, but definitely something that could happen. I remember that steep gangway, it was really steep! My dad and I were both carrying injuries and found it difficult. A lady in a wheelchair was being carried down it just before we got off - she seemed to be amused by it as she was laughing and joking with the crew at the bottom (maybe relief)!
You'd be pretty peeved if you couldn't get off wouldn't you - I know it's not DCLs fault, but I wonder if they did anything for those passengers?
