Do you or can you make reservations at counter service restaurants?

No, with the exception of Be Our Guest, which is counter service for breakfast and lunch and which does take reservations

The only quick service Disney restaurant you can, and have to, book is Be Our Guest at lunch or breakfast. Even then, it isn't exactly counter service as you order your food, possibly online before you go or when you arrive there, and the food is brought to you. However it is still classed as quick service. All other counter service's are wait in line.
