USB Charging on Norweigin Airlines?

A simple question - we are booked to travel with Norwegian and wondering if we will be able to charge iPad's and phones at our seats or should I invest in a few power banks?

The Norwegian Dreamliner has USB ports at every seat.

I don't believe that you are allowed to charge any electrical items whilst flying. I understand that the system is geared up to maintain the charge that is in the whatever gadget that you want to use while you use it.

Yes it'll maintain the charge (even if using the device) but won't charge up from flat. My iPad I used for most of the flight connected to the port remained at 80% throughout.
