Don't think that's the case there for example If travelling in Upper Class with Virgin the maximum weight is 32kgs per bag.

Package holidays

Checked-in luggage

When flying with TUI Airways, you’re entitled to a 15kg luggage allowance on our package holidays. Certain types of holiday come with a bigger allowance of 20kg – this is clearly shown whilst you’re booking if it applies.

Hand luggage

You can take 1 piece of hand luggage weighing up to 5kg and with maximum dimensions of 55x40x20cm on a TUI Airways flight. On some holidays you’re allowed 7kg – this will be clearly shown whilst you’re booking if it applies. Things like laptops, handbags and items bought at the airport must fit within your 1 piece of hand luggage. You must be able to lift your hand luggage into the overhead storage compartments yourself. You can bring a Trunki case as hand luggage, as long as it weighs less than 5kg.

Flights with other airlines

If you're flying with another airline, you'll find details of your hand luggage allowance on your e-ticket or confirmation email.

Flight Only bookings

Hand luggage

If you’re just booking a TUI Airways flight, you can carry 1 piece of hand luggage of up to 5kg for free. The maximum dimensions of your hand luggage can be 55x40x20cm and you must be able to lift your hand luggage into the overhead storage compartments yourself. Things like laptops, handbags and items bought at the airport must fit within your 1 piece of hand luggage.

Checked-in luggage

You can book checked-in luggage for an extra charge whilst you’re booking, or through our Flight Extras website if you’ve already booked.

Booking your luggage allowance online is cheaper than paying at the airport.

There's no luggage allowance for infants, regardless of seating type, and they can't be included in any pooling of luggage allowance.

Premium Club

Upgrade to Premium Club on TUI Airways flights and you’ll get a luggage allowance of 23kg as well as 7kg hand luggage. You can do this whilst you’re booking or by visiting our Flight Extras website.

For TUI Airways flights, you’re allowed to pool your luggage allowance with anyone else travelling on your booking. However, each bag can only weigh up to 23kg

You only buy extra weight BUT tui give you a weight allowance not a bag allowance for the hold. You can have more bags as long as the total weight of the bags is below your limit. ANd you can pool the parties allowance. So if 4 at 15kg your checked in luggage must be below 60kg in total but this can be for 3 bags or even 6 bags. Much better system than BA or Virgin where you are limited to 1 bag that has to be below 23kg.

So even without buying more allowance you can have a second bag but you might want more weight to bring back goodies.

Yes as others have said they allow you to pool your luggage so it is total weight not number of bags. We manage with 23kg in PR. watching some peoples videos and they have like 3 suitcases each i wonder what the hell they put in them.
