You don’t get Volcano Bay express pass access staying at any of the Universal Hotels. The website states this on the Hotel section of the website. The above is the T&Cs for express passes which are available to purchase at Volcano bay and the above makes no mention that hotel guests can use express free at Volcano Bay.
