The British overseas territories act 2002 (at least according to wikipedia!) grants Falkland Islanders the right to reside in the UK and apply for a passport with British citizen on it.
The ESTA process has a field for both residence and place of Birth...there's no saying the US won't refuse to grant an ESTA based on this information, but considering the citizenship question and the debate above, it seems pretty straightforward that OP can qualify under ESTA. At least that's how I see it.

With respect to the ESTA applicability the US Customs and Borders Protection website is esta.cbp.dhs.gov ask the question there. they have a long response time but they do respond and you will have the response correct for the Falkland Islands.
The ESTA itself is typically within a few hours, the guide is 72hrs. For a VISA thats a visit to the American Embassy

They could be posting from the moon.
If they have unrestricted right to live in the UK, They then would be a UK Citizen. Regardless of where they choose to live. ExPats all over the world still have the right to live in the UK, therefore have the right to apply for foreign travel through their UK Citizen status and their still held UK Passport.

If they chose to live in one of the restricted countries...Iran for instance, then I'd imagine this would trump their British citizenship and ESTA would be declined.
Otherwise I agree, the 2002 act states the islanders have the right to get a passport with British citizen on it, which gives you the right to apply for ESTA. It would be nice if OP updates with what transpires.
