Because some people fly to Florida and other long haul destinations with only hand luggage and they don't want to pay extra for hold luggage?
If they do mean that thread then it does literally say "July/August/September" in the title. So clearly it doesn't cover just the school holidays.

Scottish school holidays only run until mid August(from end of June) so Glasgow/Edinburgh flights may be cheaper if people were willing to travel up the way!
