Suitcase is fine. Think the only relevant distinction is that lithium / rechargeable batteries, including external batteries, need to go hand luggage, but if you're referring to the charging plugs and cables then hold luggage is fine.

Cables, plugs etc fine in suitcase. Powerbanks/batteries must be in hand luggage.

The above is all right, cables wherever you want them, batteries in hand luggage in case they malfunction and start a fire. The crew have special fire bags to put them in if they start to overheat. If they are in the hold, they can cause serious problems where nobody can get to them. The same reasoning applies to charging things from the seat based USB. It's all about malfunction, overheating and fire risk.

I will also add that I always make sure I spread chargers around. If they are all in one place and go AWOL, you've got a headache to deal with. We tend to put one charger each in carry on, then put the rest in checked luggage... and I always leave some at home in case they go missing on the way back, plus you don't have to root around before you charge stuff when you get home.

The only exception was the camera charger that went in the carry on bag with the camera as neither was much use without the other!

We always take our chargers onboard with us, never in the suitcase. That way you will always be able to charge phone if luggage gets delayed, or does missing.
