If the park hop system stays as it currently is, you don't need to book Epcot (you can only hold one park reservation anyway, so this would always be your first park) but entry in the afternoon will be subject to capacity limits. Having an ADR in the park won't guarantee entry without a reservation.

I would think it should be fine at Epcot since it can handle large crowds very well so rarely reaches capacity, but next year in August with Food & Wine plus all of the new sections hopefully complete, I would have a backup dinner option just in case you can't get in.

The opening date gets earlier every year

This year it's running July 15 - November 20.

I'm not personally a fan but many people love it. You might want to start a separate thread to ask about it, or Disney Food Blog has a HUGE section with all the info.
