Thing is, its basic at the moment and this is what they would/could do if Halloween was right now in the situation we are in. When things improve they can add stuff on, have meet and greets. No good mentioning fireworks or whatever if things stay they same and don't improve dramatically. August is still a fair way off yet.

Yes, true.

But it does mean that at the moment Disney thinks there's a reasonable chance that there still won't be any fireworks nor character meets, and mask wearing will still apply, in October. It perhaps gives people an idea of what Disney is considering right now.

That may all change in the future, as you say.
