Yes there is a desk in RPR. I would try and do it the night before if can and the desk does get busy.

We arrive the night before but staying in Rosen for 1 night as don't land until 4pm so wouldn't get the use of the express pass, moving to RPR next day so would be checking in early then so is it the same desk as checking in? If we do decide to pick them up night before would we not have to pay parking? Sorry for all the questions :/

It’s not the same desk but it just across from it. We did a similar thing this year but stayed at cabana bay before moving to rpr.
I waited about 20-30 mins at the desk in cabana bay.
You can park for free for 20min at the hotels.
Just get there early enough on your check in day.
