It means that NOAA thinks it's likely that this year there will be more / stronger hurricanes than normal. Or, to put it another way, things will be worse this year.
That doesn't mean you should be worried - there's not a lot you can do about it. Just be aware that you may experience more stormy weather and there is a higher chance of a hurricane than normal at this time of year (that does not mean one will happen whilst you're there).

No you shouldn't be worried. The chances of being affected on a 1-3 week holiday are incredibly slim. As I have said before we have been visiting in September for 25+ years and only been affected by a hurricane once. Last year was the 4th most active year since 1950 (20 named storms 7 of which became hurricanes and 3 of which became major hurricanes) yet only one (hurricane Idalia) past over Florida, however it did not pass over Orlando (it's path was very similar to storm Debby that we have just had). The other thing to remember is that storms/hurricanes strengthen over the sea and weaken over land so by the time they reach Orlando they have weakened and as they are inland they don't bring the threat of storm surges.
