This was clearly a joke, said by a comedian, on a comedy show.

Was it a good joke? No, it was crass and pretty ill judged, but it was still a joke. The idea that people are saying she's inciting violence and stuff is just stupid.

People love to be offended and outraged these days, and yet they're often the same people who then make jokes about her appearance or her lifestyle.
