I think to a degree the system does rely on people being honest (after all would you want to be the one responsible for potentially bringing a killing virus into your community?), but if they really didn't believe you they could ask for proof, for example check on the accommodation you claim to have stayed in.

They would only check up if someone reported someone else. There would be too many people to check up on otherwise. The only thing the border force checks on arrival is that you have filled in the form, not what you actually put down.
