If you're booked on one ticket and your bags are checked through at your starting airport to your final destination, you can follow the purple signs to 'Flight Connections', from there a bus will take you to T3 and you'll go through security there.

If you need to pick up and recheck your bags T2 and 3 are a short walk from each other.

Not the same airlines but we’ve changed terminals at lhr several times and it’s fine. You stay airside and follow the connections signs. It’s a bus transfer.

10-15 mins depending how fast you walk.

They are connected by an underground walkway or as mentioned above if you are on a through ticket follow flight connections.

Are they booked on one ticket?

The flight connections buses run on Heathrow's private roads, so won't be affected by traffic.

You do have to do security again when transferring at Heathrow. We did T5 to T2, and then back again, and I'm sure it took less than an hour both times, bearing in mind T5 is out on its own. T2 and T3 are much closer to each other, you should be fine.

Just put in a random Flybe and Virgin flight into Heathrow's flight connections planner and it says the minimum transfer time is 1hr 15. This is only if you're booked on a through ticket.

See here: heathrow/flight-conn...-OCT-2019/3/6A

if they said you won't see your bags agin until Miami, then these instructions apply.
