Dec 2019 Use Year Points
I have point left that have to be used by Dec 1st. I know I cannot use the for DVC for 2021 but can I use them in 2021 for RCI ?

I think you have to transfer to RCI at least 45 days before expiry or the usage is restricted quite severely, and at least 14 days before expiry to be allowed at all. That might only give you a couple of days - hopefully someone who can confirm will chip in soon and help.
