Free magicbands WILL still be available for 2021 arrivals.
I have received an email from WDW confirming that if you have a 2021 stay and have selected free magicbands or upgraded ones you will get them.

If you previously booked a Disney Resort hotel reservation for 2021, you will continue to receive a complimentary MagicBand for each member of your hotel reservation party. Yes got ours 2 weeks ago I upgraded 2 & got 2 free for our 2021 trip.
