In October 2021 we have hotel in Lake Beuna Visa booked for 14 nights, 2 nights Royal Pacific Universal and 5 nights Marriott Clearwater.

First 14 nights has free parking but the rest have quite steep parking charges, is there any 'cheaper / free' way of parking?

You haven't mentioned the name of the hotel that you are staying in at Lake Buene Vista that has got free parking, I'm sure that others like myself would be interested to know. I think that Universal may have been the first in the local area to put up a multi-story car park. If you look at google maps you will see that space is at a premium all around Universal which is why they can charge. I just build parking charges into my holiday costs. The alternative is to return the car and use an uber.

I’m not aware of a free or cheaper way of paying for parking at RPR unless you book with a company that has it included.

OP, what do you class as steep? We stayed in the Courtyard by Marriott at LBV and it was $14 a night, quite reasonable for the area.

I guess you could try Crossroads or some other dining/shopping area, but I doubt you’ll really be able to leave the car too long... prepare yourself for a fine.
