Wouldn’t be doing that if asbestos was suspected.

We managed to skim over swirly artex in our old house relatively successfully when we replaced the old kitchen florescent lights for spots. The previous house had artex that took the skin off your knuckles if you caught it when changing a light bulb.. we hated it but opted to move rather than re-do as they would have had to either put up a false ceiling reducing the height or chip off and replace (needed an extra bedroom too, so not just an artex issue )

The ceiling had already been up 30/40 years and it was a chance we were willing to take, the plasters were on a day rate, 25 years later no cracks no issues, i suppose that is what happens when a man of 60 working in the building trade all his life knows when to hold em knows when to fold em or take a chance👍

Personally I'd have it tested to be sure and then skim over.

HSE advice is now to encapsulate asbestos ( rather than remove ) so HSE would advice to cover it

Its also a bit like playing Russian roulette. If you keep playing the game, one day that bullet is going through your head.

Plastering over is fine. In all my years I have never heard of a ceiling coming down that was skimmed over.

But there again maybe the Russians do it differently.

Or there again some Tradesman aren't up to the job.
