If you want to meet the Seven Dwarves I'd get in line around 5pm. This way you can meet them before 6.30pm (they come out before the party starts) which means you can still enjoy all the party entertainment.

Cast members can tell you, but various fan sites will post information after the first party. The dwarfs meet at the back of Storybook Circus inside the big tent.
