Patience is the key... It's a nightmare of a world but there can be success as well. An opening message has to strike the right balance of being engaging , more than just "Hi" but not be war and peace either !

POF - It's free and you get what you pay for Very popular but as a guy that used to use it .. response rate very poor as a lot of women have some horror stories.

Match - Pricey - so people have to be serious.

Tinder - Has the advantage that it needs both parties have to match for a conversation to start ..tends to work more for younger people.

Bumble - As a bloke I'd say about the best option. The lady has to start the conversation but only after both people have matched so it means you don't waste messages.
