Are Hertz and Budget on site at MCO?

I’m struggling to confirm online whether Hertz and Budget are in the same place as Avis etc. Can anyone confirm if they’re in the same parking garage or offsite?

They’re around the same price for a standard SUV (Ford Edge equivalent). Is there much difference between them? I normally use Alamo or Avis.

Hertz definitely are on site in the parking garage - just across the road from the terminal. Can’t confirm about Budget but I think they are all there.

Both are on site at MCO.

Hertz onsite - both sides. Desk on the ground floor (both sides).

On the A side they are on first floor of the garage.
