You can't book them for during the event itself, but if you have MNSSHP or an after dark event ticket but no regular park ticket, then you can book three FPs during the three hours before the event starts.

I have done this, I have an after dark event on 12th September whereas my 14 day ultimate ticket starts on the 13th September when I check into the resort hotel I booked it with.

However if you have a regular ticket and have booked your 3 FPs for the day, you don't get allocated three further FPs with the event ticket.

This! We just had MNSSHP tickets last year, and no other Disney tickets, and we were able to book 3 fastpasses at the start of the party. Friends who had both MNSSHP tickets AND Disney tickets weren’t able to book fastpasses during the party.
