She emailed them and as I thought, you have to do it while you are there.

How much does it cost to upgrade uk purchased 14 day ticket to annual pass? We are planning an August 2019 trip but have just decided to try to squeeze in a Dec 2018 trip too, initially December without Disney but if annual pass is viable I would love to do this.

I was going to say something similar. I think she actually has to go to Guest Services in Orlando to upgrade a 14 day ticket to an annual pass. I don't think it can be done over the phone.

Technically, the price to upgrade is the price difference between a 14 day ticket and an Annual pass. It should be around £300 to upgrade to a Platinum pass (does not include the waterparks) or about £375 to upgrade to a Platinum Plus pass (includes the waterparks).
I say "should" because it seems people get quoted different prices depending on who they speak to or when they visit, and not just a few pounds here and there. The difference can be significant.

As mentioned above, Disney used to sell a "Non-Expiration" upgrade to their MYW tickets. It was a fairly expensive add-on. Some people might still have these non-expiry tickets and be able to use them in years to come. However, Disney stopped selling this option about 5 years ago.
Even when this option was available, it didn't apply to UK Ultimate tickets, only MYW tickets. Also, until recently, the only expiry that MYW tickets had was 14 days after first use. You could've bought the MYW tickets in 2010 at 2010 prices and used them this year if you wanted. Last year (or was it the year before?), Disney changed things so that MYW tickets now only last for at most 2 years (eg. the current MYW tickets must be used before the end of 2019).

So does anyone know whether it works out cheaper to buy the Ultimate UK 14 day ticket and upgrade OR just buy an Annual pass in the first place?

As mentioned above, technically there should be no difference in price. I don't think people do it to get an Annual pass for less money. It's usually because they have to get a 14-day Ultimate tickets in order to get free dining when staying onsite - or because it's just easier to get a 14-day Ultimate - and then want to upgrade.
I have seen some DIBBers say that the price Disney are now using for the 14-day Ultimate is less than most people paid for it. Therefore, it actually costs more to upgrade than buying the Annual Pass in the first place.
