I have been there in Nov and Dec, one year it was absolutely freezing but I never wore thermals on my legs. I think as long as your body, hands and feet are warm, it doesn't matter too much about your legs.
My 16 year old wears skinny jeans and would probably find it pretty uncomfortable to wear something underneath, even if he could get them on. We go to football matches during the winter, me and DH will be wearing thermals on our legs but our son won't. If it's that cold, you could always buy him some thermals and larger jeans when you are there.

We returned on Wednesday. It was cold and snowing last few days but my boys age 13 and 17 were fine with just jeans, hoodies and coat. Just wore hat and gloves. Mostly in and out of shops/ buildings, spent a few hours in central park but were still fine. I bought thermal socks,leggings and tops but think we would have been way too hot wearing them.

we fly out on boxing day and i am currently monitoring the accue weather long range forecast, it looks grim temp wise, 7 degrees with a wind chill back down to -3 for our 5 days although its showing as dry and of course it could change, they are normally pretty accurate two or 3 weeks out though

I would pack some thermals without him knowing, won't take him long to realise his outfit isn't practical.

Depends where you’re from and what he would normally wear in cold weather. e.g. if you’re from Newcastle then he’d probably be used to watching football with no top on in minus 40 deg anyway. He’s old enough to start learning from his mistakes if he feels too cold.

They won’t know they are going until Xmas day, we fly on the 28th and will be there into the New Year. Will look at accrue weather didn’t realise you could look so far out.

We've done a lot of city breaks in February with 2 teenage boys and it has been extremely cold, it was -10 in Berlin. We've never worn thermals on the legs, thermal socks and thermal tops yes and warm jackets.
The main reason is when you go inside - shops, restaurants, everywhere is very very warm. You want to be wearing layers you can take off, trust me! |

Have a look at Uniqlo’s heat tech leggings online , approx. £12. My son wore them for skiing and under skinny jeans in NYC , he said they are very comfy . Hope you have a great trip
