Mobile Virgin holidays package car hire question?

I have persuaded my boyfriend to go back next November and we are looking in the Virgin holidays sale. The packages include car hire and the website says that the driver has to be over 21 but surely the minimum age is 25 without any extra charges?
I just don't want to book it and be charged extra later on because he will only be 23

In fairness, a lot of people say the VH car is a rip off, by the time you add the mandatory insurances.
Book the deal with the car, (to get the deal price) then hire your own car through Alamo brits or something.


edit.
I've just done a dummy booking for (roughly) your dates - there is a £50 credit to not take the car.
Or a charge of £260 for insurance.

That means - so long as you book a car with insurance for <£310 you'll be better off.

To be fair, if you're going to go that far - you might as well price up 'flights only' direct with Virgin Atlantic, then the price up booking the hotel direct.
