I voted for Epcot because there are lots of areas undercover, especially in the World Showcase. You can spend time in each land and only need to brave the rain between lands.

I agree Epcot all the way. Loads to do in the Land let alone everywhere else. Oh and have a canny hour in the new DVC Lounge!
Plus the World Showcase is full of things to do and is a short walk between Pavillions

I voted mk purely because about 10 years ago our last day was mk and it poured down all day. We put our ponchos on and basically had the park to ourselves! Walked on everything, no queues for character meets. Just did all the inside rides, met loads of characters and had a lovely lunch! Was perfect!
