no you can get a free carers ticket if you don't stay in a disney hotel also. What you need to do is not buy a park ticket , show relevant paperwork n arrival at the park and they will issue you with a free carers ticket. You need blue badge or a Drs letter dated within the last 3 months stating he persons disability and that they require a carer, Your DLA / PIP letter is not always accepted on its own for a free carers ticket.
