I think it’s time for twitter or Facebook and to complain loudly. When all else fails that’s what I’ve done in the past.

If a parcel does not arrive I believe as long as you inform the reatailer and they can not prove it has then you have the right to cancel the order and get a full refund. As far as I'm aware unless the contract with the retailer explains the process they want you to follow you don't need to. The law is clear if you purchase something and they fail to deliver a refund is due, nothing about having to fill in loads of forms. In the past stores used to ask you to complete forms when returning faulty goods but legally you could refuse and they still had to issue the refund.

which gives some guidance which/consumer-rig...-what-can-i-do

Just wanted to say at this time of year I send 100-200 parcels a week with Hermes and they are usually great, if you are having consistent issues with Hermes it's probably your local courier. Shout about it on your local Facebook group to see if anyone is having the same issue.

Is it fair for a retailer to just refund money because someone says it didnt arrive? No I dont think so otherwise they will soon be out of business.
However it also isnt fair that a customer is out of pocket because a delivery went missing

Companies need to start being more careful with couriers. Couriers need to ensure that items are delivered to the correct address ( it isnt difficult) and get a printed name on a slip. This name and house number should then be posted through the customers letter box ( that's how it used to be)

However why are we happy to allow delivery companies to underpay staff, expect them to make an impossible amount of deliveries and still demand a good service.

Go to a shop and buy it in there
