Having issues with an elderly relative and watsap

When we look at "last Seen" sometimes it shows online now and then, like now, last seen FRIDAY 09.35 despite them having sent a message to me at 1154 and having sent messages to my husband at 08.50

How can you send messages and yet show as not on line

Apparently this can be if they're using their mobile data rather than Wifi to send messages. It can mean the connection isn't quick enough/strong enough to update the 'Last seen' message. (It can also be because they've turned the setting off, but if they're an elderly relative that may not be a thing).
