I would simply use the AMTRAC. It is quick, comfortable, goes city centre to city centre through all four and removes any need for a car.

Suggestions for Washington? If flying in or out of Dulles, the Hazy Centre on the airport perimeter is one of the best aviation museums in the World, Smithsonian on the mall, likewise.
