Upgrade?

Off to the sunshine state (again) in 3 weeks ...is it cheaper to upgrade before I go or when I get to the rental counter?

Depends on from which group to which group.
Vast majority of time better in UK.
If you have a free cancellation booking may well little or no cost here.
Upgrade at desk is liable to increased fees and tax to be added to upgrade price as virtually never included.

IMO it's best to decide on your target level of car you want, then put a bit of screen time on the UK car rental comparison websites. You'll be amazed at the variations you'll find and probably find the higher category car at the same price as one a couple of grades down from other companies.

It's much better to get your rental sorted and booked here in the UK before you leave. This avoids the awful sales pressure you can get at rental desks when you're tired from a long flight and just want to get moving. The desk clerks earn on commission and therefore want to charge you as much as they can!
